The regulation is divided into three subparts, which detail the requirements for a Spill Prevention, Control, and Countermeasure (SPCC) Plan. Subpart A (§ 112.1 to §112.7) contains an applicability section, definitions, and general requirements for all facilities that are SPCC-regulated. Subpart B (§112.8 to §112.11) sets out the SPCC requirements for petroleum oil and non-petroleum oils other than animal fats and vegetable oils. Subpart C (§112.12 to §112.15) sets out the SPCC Plan requirements for animal fats, oils, and greases, fish and marine mammal oils, and oils of vegetable origin, including oils from seeds, nuts, fruits, and kernels. The SPCC Plan is the foundation of EPA's oil spill prevention program.
